The University Grants Commission (UGC) has released a new draft guidelines framework for modernizing college libraries across India.

The framework emphasizes digital infrastructure, open-access resources, and minimum space requirements per student. A major highlight is the mandatory allocation of 5% of the total institutional budget solely for library development.
